History:

Dylan was a henchman for villains such as Two-Face, Killer Frost, Black Manta, and Queen Bee before turning states evidence and testifying against his former employers. Kate Spencer was one of the prosecutors attached to the case. As a part of the Witness Protection Program, Dylan was moved to L.A., where he started a family. After recognizing him at the restaurant where he works, Kate tracked down Dylan and offered him the position as her "Go To" tech guy to assist her in her exploits as Manhunter. After refusing, Dylan returned home, when, Dylan's wife, Linda, mistaking Kate for one of Dylan's "other women", left him taking their son with her. Dylan then called Kate and accepted when Kate threatened to reveal his location to his former employers.

As Kate's tech guy, Dylan has made several improvements to Kate's costume and staff, as well as developing other gadgets for her, such as a teleporter. Along with DEO Agent Cameron Chase, Dylan discovered the connection between the OMACs and the Manhunters, giving Kate the information needed to defeat Dumas, the Manhunter killer. As thanks for his troubles, Dylan was given Mark Shaw, Dumas' "normal" personality, as a new roommate.

After recognizing tabloid reporter Ted Shoemaker following Kate, Dylan confronted Ted in a homemade exoskeleton. During the altercation, however, Dylan accidentally teleported the reporter to an unknown location.
